Assam Pension Scheme 2022

The Government of Assam has launched Assam Pension Scheme in order to provide financial security to the Government employees after retirement. Through this scheme pension benefits are provided to the beneficiaries including GIS, GPF, leave encashment DCRG, etc. All the regular government servants who have retired after rendering at least 10 years of continuous service are eligible to receive a pension. The amount of pension which is granted to the beneficiary who has rendered more than 10 years but less than 25 years of service is a pro-rata pension and the pension that is granted to a retired government servant who has retired after maximum qualifying service is full superannuation pension.

  • A pensioner will become eligible to get a superannuation pension after rendering a maximum of 25 years of qualifying service. The pension papers are required to be submitted before six months of retirement.
  • Under this scheme the pension sanctioning authority for teaching and non-teaching staff of Government schools and PRI pension employees will be the director of the pension, Assam and for state government pensioners the pension sanctioning authority will be accountant general of Assam.

Amount Of Pension And Rate Of Interest On Pension Loan

Pensioners are required to fill out the prescribed form and submit it to the accountant general or director of the pension as the case may be. After receiving all the documents the authority will sanction the pension to the pensioner. One-third of the basic pension except judicial and AIS service is the limit of commutation of pension as of now. If the pensioner has applied for commutation of pension after one year from the date of retirement then the government servant who takes voluntary or compulsory retirement from service is required to appear before the medical board as per the commutation of pension rules.

For all those pensioners who have retired prior to 1st January 2013, the rate for pension loan is 4.75% and for those who have retired after 1st January 2013, the rate of interest on pension loans will be 8%. The maximum limit of superannuation pension is 65000 and the minimum limit for family pension is 5500.

Types Of Pension Under Assam Pension Scheme

Superannuation Pension

This pension is provided to the government servant who have retired on attaining the age of 60 years

Retiring Pension

This pension is granted to the government servant who has retired or is retiring before attaining the age of superannuation or to the government servant who on being declared surplus opts for voluntary retirement. All the government servants can apply for voluntary retirement 3 months in advance after completion of 20 years of qualifying service or 50 years of age whichever is earlier

Invalid pension

Invalid pension is provided if the government servant has applied for retirement from the service on account of any bodily or mental infirmity which permanently incapacitates him or her for the service. The beneficiary has to provide a medical report from the completed medical board in order to request an invalid pension

Compensation Pension

A compensation pension is provided if the government servant is selected for the discharge owing to the abolition of the permanent post unless he is appointed to another post.

Compassionate Allowance

Compensation, invalid, and superannuation gratuity of an amount not exceeding one full month before every completed year of service was admissible for inferior service if the qualifying service on discharge or retirement for less than 25 years and pension for service of 25 years and more. In case of superior service, the gratuity was admissible for the service of less than 10 years for qualifying service and pension if service was for 10 years or more

Extraordinary Pension

Extraordinary pension is paid to the government servant for his family if death or injury or disablement is caused due to accident or otherwise while in the duty of the government servant

Family Pension

Family pension is provided to the widows or widower where there is no widow or widower then the family pension is provided to the children of the government servant. Other than that provisional family pension, disability pension, invalid pension, etc is also extended to the family of the deceased Government employees. This pension is payable to children up to 18 years of age in the case of son and up to 21 years of age or marriage whichever is earlier in the case of a daughter. Other than that family pension is also payable to the dependent parents for brothers up to 18 years of age and sisters up to 21 years of age or marriage whichever is earlier.

If the son or daughter of the government servant is suffering from any of the disorder, disability of mind, or physically crippled or disabled then this family pension can continue to be paid for the lifetime to the fulfillment of conditions.

Calculation Of Amount Of Pension Under Assam Pension Scheme

  • As per the ROP 2010 from 1st April 2009 the qualifying service for availing the full superannuation pension has to be reduced to 25 years from 33 years
  • If the government servant have rendered not less than 33 years of qualifying service before 1st April 2009 and 25 years of qualifying service after 1st April 2009, 50% of the average emoluments is regarded as full pension of the retiring Government servant
  • If the qualifying servant have served less than 33 or 25 years then the pension will be calculated proportionately
  • In case if the service is less than 10 years then no pension is payable only service gratuity in lump sum in lieu of pension is admissible
  • The pension amount that is determined will be expressed in whole rupees and where the pension contains a fraction of a rupee it will be rounded off to the next higher rupee
  • The minimum rate of pension from 1st April 2009 is 3000 per month and maximum pension is 27500 per month

Guidelines Of Assam Pension Scheme

Submission of claims

Claims are required to be submitted in prescribed proforma for the grant of pension to the head office well in advance so that the Pension payment order reaches before your retirement

Verification of PPO

As soon as you receive your PPO you have to verify the pensionary award notified in the PPO for their correctness as per extant rules. If there is any correction required then you can contact head office or pension disbursing agency

Physically handicapped/mentally retarded children

If the pensioner has physically handicapped or mentally retarded children then it is the responsibility of the pensioner to ensure that their details are furnished to the head office in order to make an endorsement in the service and pension record and obtain acknowledgment of this intimation

Transfer of pension amount

If the pensioner wants to draw a pension from another paying agency then the pension has to make a request to the current pension disbursing agency for the transfer of the pension account to the PDA from where the pensioner now wishes to draw pension

Restoration of commuted pension

After 14 days from the date of receipt of the commuted value of the pension the commuted portion of the pension can be restored based on the application

Arrear in pension

If the pension is not drawn for more than a year for any reason then it becomes time-barred and would require the sanction of the competent authority. The claim for the error is required to be submitted in the prescribed form to the PDA with an explanation for the delay

Missing pensioner

If the pensioner is found missing then the family is required to lodge an FIR with the police authorities. In case if the pensioner is not traced after one year then a certificate is also required to be obtained from the police authorities and this matter should be reported to the pension disbursing agency along with the submission of an indemnity bond for sanction of family pension

Court attachment

Until the pensioner has actually been paid as per the pension act the pensioner, whether due or becomes due, is free from attachment from any court. Pensioners cannot assign or sell any interest in respect of the pension not then due.

Payment of pension through authorized Bank

The pension can be paid in through Bank. It cannot be paid in cash. Individuals are required to open savings or current accounts in their name or joint account with their spouse in order to get a pension

Reemployment of pensioners

If the pensioner is re-employed by the central or state government then it is the responsibility of the pensioner to inform the pension disbursement authority immediately

Changes in the family after discharge from service

After the discharge from the services if there is any change in status of a family then it should be informed to the pension disbursement authority

Post-retirement conviction/imprisonment

If the pensioner is convicted or sentenced to imprisonment by the court then his pension will be suspended.

Commercial employment after registration

Within one year of retirement, it’s mandatory to obtain prior permission from the competent authority for accepting any commercial employment

Annual identification

For the annual identification, the pensioner is required to appear before the pension disbursement authority in the month of November every year. In case a pensioner is unable to appear due to any reason. His or her representative can come otherwise the pension will be stopped

Loss Of PPO

If your PPO is lost then you are required to notify your pension disbursing agency immediately

Nomination of lifetime arrears

You are required to nominate the person to whom you want to authorize lifetime arrear on your demise. This nomination should be submitted to the pension disbursing agency. The nomination can be changed from time to time.

Eligibility Criteria Of Assam Pension Scheme

  • Applicant must be permanent resident of Assam
  • The applicant must be a government servant
  • Applicant must be in government service for or a minimum of 10 years and a maximum of 25 years

  • No Demand/No Dues Certificate from the Department and Directorate of Estates.
  • *Annexure related to SGEGIS (one copy pre receipted) in duplicate.
  • *Date of birth certificate of children.
  • DCRG nomination, duly attested.
  • SGEGIS nomination, duly attested.
  • The sanction for encashment of leave by the competent authority (containing amount involved and the number of days leave at credit).
  • Statement for verification of service and SGEGIS along with Service Book page number.
  • Entry in Service Book for payment of pension and leave salary contribution as admissible.
  • Statement showing details and total period of non-qualifying service spell and year-wise breakup.
  • *Details of family members ( Form 1 A) duly countersigned.
