Swami Vivekananda Assam Youth Empowerment Scheme Online Registration Process

Assam government is going to invite Swami Vivekananda Assam Youth Empowerment Yojana 2020 apply online form. . All the interested candidates can fill Assam SVAYEM Scheme online application/registration form. Please follow the Procedure for submission of application, approval, sanction and disbursement given below.

Procedure to Apply Online SVAYEM Scheme Application Form 2022

Step 1- Visit the Official Website of Swami Vivekananda Assam Youth Empowerment Scheme i.e. https://assam.gov.in/

Step 2- On the Homepage, Click on the Option “Application Form for SVAYEM Scheme” link.

Step 3- Application Form page will be displayed on the screen and take a print out of it.

Step 4- Now fill the required details and Attach all of the documents in the application form. Supporting documents need to be
uploaded online also.

Step 5- On receipt of online application General Manager, DICC will scrutinize them and forward to the District Level Committee (DLC) for approval.

Step 6- District Level Committee will examine the application and recommend to the bank for consideration online.

Step 7- Bank will take their credit decision on the basis of the viability of each project. They will appraise the project both Technically and Economically with the approved project cost of DICC and will accordingly issue sanction of the proposal within 30 days.

Step 8- After sanction of the proposals by the Bank, the loan will be released, normally, within five (5) working days after the deposit of promoter contribution by the beneficiary and receipt of subsidy claim, whichever is later.

Step 9- Upon sanctioning of the loan, Bank will submit the Margin Money Subsidy proposal against the borrowers to a Nodal Bank approved by the Government of Assam. An MOU will be executed by the Finance Department with the Nodal Bank for release of the Margin money amount to the Financing Bank Branch.

Step 10- Bank will update the status on online MIS system of the scheme.

Swami Vivekananda Assam Youth Empowerment Scheme Eligibility Criteria

Beneficiary Guidelines
  • Residents of Assam above 18 years of age.
  • There will be no income ceiling for getting assistance under this scheme.
  • The individual beneficiary should have skills, experiences, knowledge, etc., toundertake the income generating activities.
  • The beneficiary should possess educational qualification of at least Class VIIstandard.
  • The beneficiary who has already completed Skill Development Training will begiven preference.
  • The beneficiary must not be the defaulter of any loan. If information submittedby the beneficiary is found to be incorrect later, action would be taken againstthe beneficiary including cancellation of loan, recovery of amount as Bakijai andalso blacklisting for future benefit under any Govt. Scheme.
  • PMEGP beneficiaries of the last 5 years will not be eligible under the scheme.

ABOUT SCHEME
Swami Vivekananda Assam Youth Empowerment Scheme 2022: Online Application Form PDF Download –  Swami Vivekananda Assam Youth Empowerment (SVAYEM) Yojana announced by the Hon’ble Finance Minister of Assam in his budget speech on 7th February 2017, is a flagship program to provide financial support to the youths of Assam to take up income-generating activities in the manufacturing, trading and service sector.

Institutional and implementing arrangement

  • Industries and Commerce Department will be the nodal department and District Industries and Commerce Centre (DICC) will implement the scheme in the field.
  • All public sector, private sector and Regional Rural Banks will be the lending agency and shall execute a formal MOU for the implementation modalities of the scheme.

Area of implementation:

All districts of Assam including autonomous district councils

Coverage and targeted group:

  • About One lakh youth of Assam will be provided suitable credit support for taking up income-generating enterprises.
  • The number of beneficiaries will be selected in a district in proportion to the population.

There will be no processing fees for the applicant

Beneficiary Selection for SVAYEM Scheme

The number of beneficiaries of SVAYEM Yojana will be selected based on the population in a district. About 1 lakh youth in Assam will be provided suitable financial support for taking up income-generating enterprises.

Bank finance

  • Bank will sanction 55% of the project cost under this scheme.
  • The Beneficiary will deposit with the bank the owner’s contribution of 25% of the project cost after sanction of loan.
  • The bank to claim the applicable subsidy for the entire sanctioned amount.
  • After receipt of subsidy will release the loan amount
  • The loans are to be disbursed in one lumpsum.

Financial Assistance under SVAYEM Scheme

All Public Sector, Private Sector and Regional Rural Banks provide financial assistance under this SVAYEM Scheme. The quantum loan for new entrepreneurs is Rs. 1 lakh and for existing entrepreneurs – Rs. 2 lakh.
