The honorable Prime Minister Narendra Modi launched the PM Cares For Children Yojana. Through this scheme, those children who have lost both of their parents due to covid-19 will be provided various benefits which include rehabilitation facilities, gap funding for ensuring education, a monthly stipend, and a lump sum amount of Rs 10 lakh on turning 23 years old. The government has recognized the need of having a dedicated fund whose primary objective will be dealing with any kind of emergency or difficult situation. For this purpose, the government has started a public charitable trust called PM cares fund. The financial assistance under the scheme will be provided through the PM care fund. The ministry of women and child welfare will be the nodal agency for managing the PM care fund.

Fund Released Under PM Cares For Children Yojana

Prime Minister Narendra Modi has released the fund under PM Cares for children Yojana on 30th May 2022. This fund has been released through video conferencing. The Government is going to give this amount in the form of a scholarship to school-going children. Ayushman Bharat and Pradhan Mantri Jan arogya Yojana cards will also be given to children. The main purpose of this scheme is to provide financial assistance to those orphan children whose parents died due to coronavirus infection. Other than that scholarship is also provided to the children till the age of 23 years. This scheme was launched on 29th May 2021. The benefit of this scheme will be given to those children who have lost their legal parents or adopted parents from 11th March 2020 to 28 February 2022. Nodal Agency For PM Cares For Children Yojana

The nodal agency for PM cares for children Yojana will be the Ministry of women in child development at the Central level. The Department of women and child development or the department of social justice in this state or union territory government is dealing with the child protection services scheme in the state or union territory will be the nodal agency at the state level. At the district level, the district magistrate will be the nodal authority for the execution of the scheme

On this occasion, the Prime Minister has transferred scholarships to the school children and handed over the passbook of PM cares for children and health care under Ayushman Bharat Pradhan Mantri Jan arogya Yojana to children. Objective Of PM Cares For Children Yojana

The main objective of PM Cares For Children Yojana is to provide financial and social security to those children who have lost their parents due to covid-19. Under this scheme rehabilitation facilities, educational support, and financial support to fulfill day-to-day activities will be provided. So that the children do not have to depend on anyone to fulfilling their needs. This scheme will improve the standard of living of the beneficiary. The beneficiaries will also become self-dependent. Flow Of Funds Under PM Cares For Children Yojana

  • After receiving the approved list of beneficiaries on the portal the ministry of women and child development is required to send a requisition to the PM cares fund for releasing the lump sum amount
  • The fund will be credited to the dedicated account of the ministry
  • This dedicated account will be opened by the Ministry in the name of the PM cares for children scheme
  • Ministry is required to transfer the amount to either the existing account or the new account opened by the district magistrate
  • The district magistrate will transfer the benefit amount into the bank account of the beneficiaries
  • This amount will be deposited in such a manner that the total Corpus accumulates to 10 lakh upon the child attaining the age of 18 years

Entitlements Under PM Cares For Children Yojana

Support for boarding and lodging

  • The district magistrate with the welfare committee will make efforts to explore the possibility of rehabilitating the child with the extended family, relative, or kin.
  • If the extended family does not want to reinhabit the child then the child whose age is between 4 to 10 years will be placed in foster care after due diligence.
  • If the foster family is not available then the child will be placed in an appropriate child care Institution.
  • Those children whose age is more than 10 years and are not received by extended family or foster family then they will be enrolling in Netaji Subhash Chandra Bose awasiya Vidyalaya, Kasturba Gandhi Balika Vidyalaya, Eklavya Model School, Sainik School, Navodaya Vidyalaya or any other residential School.
  • It will ensure that all the siblings stay together as far as possible

Assistance for pre-school and school education

  • For those children whose age is below 6 years, support and assistance from the Anganwadi service will be provided for supplementary nutrition, preschool education, immunization, etc.
  • All those children whose age is below 10 years, admission will be provided to the nearest school as a day scholar.
  • For government schools under samagra Shiksha Abhiyan free uniforms, textbooks, etc will be provided.
  • In private schools, tuition fees will be exempted under the RTE act.
  • If the child is unable to receive the above-mentioned benefits then the fees will be given from the pm care fund.
  • All those children whose age is between 11 to 16 years, admission will be provided to the nearest school.
  • If the accommodation of the child is required then the arrangements will be made by the authorities.
  • Children will also be provided assistance in obtaining higher education loans for professional courses.
  • If a child is unable to avail of the interest exemption from the government scheme then the interest on the educational loan will be paid from the pm care fund.
  • The government will also provide a scholarship of Rs 20000 to all school-going children as per the norms

Health Insurance

  • Beneficiaries of PM cares for children Yojana will be enrolled under Ayushman Bharat scheme and will get health insurance cover of Rs 5 lakh

Financial support

  • Beneficiaries of the scheme will receive monthly stipend of Rs 4000 after attaining 18 years of age till 23 years of age.
  • After attaining 23 years of age beneficiary will be provided an amount of Rs 10 lakh.
  • The amount will be transferred directly into the bank account of the beneficiary.

Process Flow For PM Cares For Children Yojana

  • Identification of beneficiary- The district magistrate will conduct a drive for the identification of the beneficiary in assistance with various other departments. All those children who have lost both parents or surviving parent or legal guardian or adoptive parent or single adoptive parent will be provided benefit of this scheme
  • Beneficiary registration- After the identification of beneficiary the request for seeking support will be filled by child or caregiver or any other agency producing child before CWC. All the identified children will be registered on the portal within a week’s time
  • Beneficiary verification- After filling the form the completing authority will carry out verification in order to identify eligible beneficiaries. The authorities will check the eligibility criteria of the candidate. If it is found that child is ineligible then he or she will be disqualified from the scheme and if it is found at the child is qualified then his or her account will be opened in which funds will be transferred
  • Opening of account:- After proper verification of the eligibility of the candidate an account will be opened in the name of the child. If the child age is below 18 years then his or her account will be opened with the district magistrate as joint account holder till he or she attains 18 years of age. For those children whose ages above 18 years on the date of joining of the account a single account will be opened in such a case
  • Transfer of funds:- After opening the bank account the benefit amount will be credited directly into the account of the beneficiary. Authorities have to disburse the amount into the account of the beneficiaries within one month of the receipt of the fund
  • Linkage Of Beneficiaries With Other Scheme:- It is mandatory to have an Aadhar Card in order to take benefit of this scheme. If the beneficiary does not have Aadhar Card then authorities will facilitate the Aadhar registration

Grievance Redressal Under PM Cares For Children Yojana

  • An officer at ADM level will be appointed by the DM in order to deal with grievance
  • Grievance redressal Mechanism will be built on the portal which will help in raising and addressing grievance
  • Alerts will also be provided by the portal for pending grievances
  • The portal will also have a build in dashboard and historical grievance redressal record
  • If the grievance is pending for more than 15 days then it will automatically be escalated to state or union territory level
  • If the grievance is not attended for 30 days then the grievance will be escalated to the ministry of women and child development automatically
