Delhi RTO

The full form of RTO is Regional Transport Office. It is a government organization with a primary role to maintain the database of the vehicles and the drivers of different States and Union territories in India.

The Delhi RTO comes under the Department of Transport, Delhi. It was established u/s 213 of the Motor Vehicles Act, 1988. And the Regional Transport Office of Delhi is directed by the transport commissioner.

RTO Delhi enforces and regulates the transportation matters of the city as per the provisions laid down in the act. The major role of RTO involves the issuance of driving licenses, registration of private & commercial vehicles, conducting pollution tests of the vehicle, the collection of road tax and the likewise. Every state/district has its own RTO office such as RTO Delhi or the state capital, where you can visit for all the transport and vehicle-related work in Delhi/NCR.

Moreover, it is responsible to carry out organized public transport system in the national capital city of Delhi and other regions that come under NCR.

As per the reports, the total number of registered vehicles in Delhi crossed 1-crore mark in 2017. Almost, 1, 05, 67,712 vehicles got registration done in the same year.

How to Register a Motor Vehicle in Delhi?

To register your vehicle (private or commercial) you will have approach the RTO Delhi office of your region. The zonal code of the Transport Department is mentioned on the RC from where you can locate the address of the registering authority of your particular region.

During the process, a physical inspection of the vehicle and its parts will be done by the Inspecting Authority at the zonal office. After that, the registration process will begin. Once all the documents are submitted and the applicable fees are paid, the registration certificate is given to you.

However, the process to register your vehicle with the RTO Delhi is described below:

File an application in Form 20 and submit it to the RTO of your region. You can easily download the Form 20 online or get it directly from the nearest RTO Delhi office.

You will also need to furnish your vehicle insurance documents, business certificate and certificate of roadworthiness issued by the dealer, address proof, vehicle suspension number etc.

Submit all the other relevant documents (as per your case) to the registering authority

Once the vehicle is examined by the experts at the registering authorities, you will get the vehicle registration number.

Documents Required To Register a Motor Vehicle in Delhi

The documents required to register a private motor vehicle with the RTO Delhi are as under-

  • Duly Filled form 20
  • Sales certificate/Form 21 issued by the dealer of the vehicle
  • PAN Card or Form 60 & 61 (as applicable
  • Form 34 (signed by the financer & owner)
  • Roadworthiness certificate/Form 22 issued by the manufacturer

The registration of all the transport/commercial vehicles is done at the M.L.O at the HQ of the transport department. However, the inspection of taxis and TSR vehicles is done at pit Burari. For this purpose, the application needs to be made with the following requirements-

  • Manufacturing Invoice
  • O.I issued from S.T.A Branch
  • Fitness certificate

Types of Vehicle Registration in Delhi

A registration certificate is a proof of vehicle ownership. Moreover, it is required while transferring the ownership of the vehicle or while selling it to someone else. Usually, vehicle registration is of two types – temporary and permanent. Both of them are explained in detail below-

  1. Temporary Vehicle Registration – Under the purview of Sec. 43 of the Central MV Act, it is allowed to get temporary RC only when the vehicle owner has to take the vehicle to another state. It is not renewable and is valid only for a period of 30 days. It is also called the transit registration as the point of destination is also mentioned in this type of RC.
  2. Permanent Vehicle Registration – Under the purview of Sec. 39 of the M.V. Act, it is mandatory to have a permanent RC to be able to drive your vehicle on the state roads. You can get your vehicle registration done from the RTO Delhi.

Documents required to get a Permanent RC from Delhi Transport Department

If you have a temporary RC, the permanent RC must be obtained within 30 days of the issuance date. For a permanent registration number with the RTO Delhi, you need to submit the following documents-

  • Application Form 20 (if the vehicle is with hypothecation, a duplicate copy is also required)
  • Pollution Under Control (PUC), Roadworthiness certificate and Form 22 from the dealer
  • Sales affirmation/ Form 21
  • Certificate of Motor Insurance
  • Pan card/GIR/ Form 60/61from the Income Tax Dept.
  • Address proof – LIC Policy/ Voter ID/ Ration Card
  • Passport size photos ( 3 copies)
  • Declaration by a First Class Judicial Magistrate or Notary, Executive

Documents required to get a Temporary RC from Delhi Transport Department

How to Renew Registration Certificate at the RTO Delhi?

Restoration of vehicle registration is required for all the private vehicles after 15 years of the issuance date. The declaration of vehicle registration must be restored 60 days prior to the date of expiry of the vehicle registration.

The process is quite simple. So, for renewal, an application needs to be made to the Motor Vehicle Inspector Grade I or to the Regional Transport Officer to initiate the proceedings. Furthermore, the vehicle needs to be given for inspection by the registering authorities.

How to Get a Duplicate Registration Certificate?

In case your original RC is stolen or mutilated, you can apply for a duplicate one at the Delhi RTO office. The application to get a duplicate RC should be made to the Regional Transport Officer or to the Motor Vehicle Inspector Grade I. Usually, the process takes around five days.

How to Transfer Vehicle Ownership in Delhi?

For transferring the ownership of your vehicle, you need to reach out to the RTO Delhi/zonal office of your area where your vehicle is already registered.

Documents Required to Transfer Vehicle Ownership in Delhi

You need to submit the following documents at the Delhi RTO Office –

  • Original RC
  • Form29 (duly filled in duplicate) (attested one copy)
  • Form 30 (duly filled in duplicate)
  • Motor Insurance (self-attested copy)
  • Address proof (self-attested copy)
  • PUC certificate(self-attested copy)
  • Prescribed fee ( with the penalty if any)
  • Form 60 & 61/ PAN Card (attested copy)

Please note that the application for ownership transfer if submitted after 14 days will draw in a monthly penalty of Rs.500.

However, to transfer the ownership of a commercial vehicle following documents are required in addition to the above:

  1. Permit surrender slip from S.T.A.
  2. Challan clearance

  4. Fitness certificate copy

Transfer of vehicle ownership in case of death of the registered owner of the vehicle-

In such cases, the legal heir or successor can file the application with the following documents:

  • Original registration certificate of the vehicle
  • Affidavit by the applicant
  • Death certificate of the registered owner ( original)
  • Form 30 & 31 ( in duplicate with an endorsement of the financier if it is purchased on hire agreement along with NOC from the financier)

How to Update Address on Registration Certificate?

Regional transport office, Delhi /RTO Delhi requires you to submit the following documents for changing your address on the Registration Certificate-

  1. Form 33
  2. Original RC
  3. Insurance copy (self-attested)
  4. Address proof of the registered owner (self-attested)
  5. Pollution under control certificate (self-attested)
  6. Rs. 200 & Rs. 300 fees for smart card
  7. PAN Card or Form 60/61 (self-attested)
  8. NOC from the financer is required if the hypothecation is endorsed in the RC

Please note that the application for the change of address should be submitted within 14 days to avoid a monthly penalty of Rs. 500.

Registration for Private vehicles with the RTO Delhi (Non-Transport vehicles)

The vehicle (for its particulars) is physically inspected by the Inspecting Authority at the Delhi RTO office/ zonal office, which is then followed by the registration. Here are the documents that you will need to furnish to get your vehicle registered-

Fees to Be Paid for Vehicle Registration with the RTO Delhi

The vehicle registration process involves certain fees that you need to pay in order to get your car registered with the RTO Delhi. The charges are more or less the same in all the states. However, the fees may vary in a few cases. The list of charges applicable is as follows-

  1. Vehicle Registration fee– The basic fees to register a car with the Regional transport office of Delhi/ RTO Delhi is Rs. 600.
  2. Hypothecation charges– In case your vehicle is on loan, then you will need to pay additional fees related to the processing of the hypothecation. You can check at the Delhi RTO office regarding the applicable charges.
  3. Road tax – It needs to be submitted along with the other required documents. Make sure that collect the demand draft of the road tax paid from the dealer if he has already charged you for the same. The percentage of road tax varies from city to city.
